Does Martyn’s law apply to us?
This event is specifically aimed at organisation directors and those who are accountable for the safety, security of premises and those attending and working in venues that may come under the legislation.
Attending this panel will help delegates to:
- Understand the current status of Martyn’s Law and when the new duties are expected to take effect.
- Clarify whether their premises, events or business operations may fall within scope.
- Consider how responsibilities may be shared between employers, commercial landlords, tenants and venue operators.
- Identify practical steps to align Protect Duty preparation with existing fire safety, health and safety, security and people management arrangements.
The Terrorism (Protection of Premises) Act 2025, also known as Martyn’s Law or the Protect Duty, received Royal Assent on 3 April 2025. The Act is now in its implementation period, with the main duties not expected to come into force before April 2027. This panel will explore the current status of the legislation, what organisations should be doing during the implementation period, and how the new regime is expected to be regulated by the Security Industry Authority.
The discussion will look in particular at the practical implications for employers, commercial landlords and tenants, including who may be the “responsible person”, how duties may need to be coordinated across multi-occupied premises, and how Martyn’s Law may interact with existing fire safety, health and safety, emergency planning, security, training and people management arrangements. The session is intended to help attendees understand whether their premises, events or operations may fall within scope, what the standard and enhanced tiers mean in practice, and the sensible steps they can take now ahead of commencement.

About the Speakers:
Ian Hutchings is the Founder and Managing Director of Vita Safety, a Greater Manchester-based health and safety consultancy, and a Chartered Safety and Health Practitioner with more than 25 years’ experience supporting organisations to manage risk and protect people. Ian brings a practical, operational perspective to Martyn’s Law, with particular expertise in event safety management, major events safety planning, leisure, retail and organisational preparedness.
Ian’s early career was spent in the British Army, where he developed a strong grounding in discipline, risk awareness, teamwork and operational planning. He has since applied that experience across a wide range of sectors, including high-profile and complex event environments. His major events experience includes supporting event safety for Aston Martin at the Le Mans 24-hour race, giving him first-hand insight into the importance of proportionate planning, clear responsibilities, competent teams and effective emergency arrangements.
Charles Frank is a Chartered Security Professional (CSyP) and a Principal Member of the Register of Security Engineers and Specialists, having attained General Security Adviser competence within the register through the counter-terrorism security specialist accreditation route.
He combines strategic security leadership with practical, hands-on protective security advice, supporting organisations to understand and manage real-world risk.
Charles provides independent security reviews and advisory support, helping organisations identify vulnerabilities across governance, risk management, security culture, physical, information and supply chain security measures. His focus is on turning complex threats into clear, practical actions that protect people, operations and intellectual property.
He works with organisations to identify what matters most, assessing realistic threats, including state, commercial and insider risks, and implementing proportionate measures that support resilience, reputation and investment.
He brings over 30 years’ experience across policing, critical national infrastructure, construction, pharmaceuticals, and global manufacturing, including senior roles leading protective security across complex, multi-site and international operations.
His work includes delivering threat, vulnerability and risk assessments, defining operational requirements, and advising on protective security aligned with UK national guidance.
A former Police Chief Inspector and Tactical Firearms Commander, he is recognised for calm, independent judgement and the ability to operate effectively in high-pressure environments.
Charles is a also a member of The Security Institute and the Association of Security Consultants.
Faye Astin is a Solicitor in Kuits’ Commercial Property team. Faye deals with a wide range of commercial property transactions, including the acquisition and disposal of property assets, corporate support for transactions, re-financing arrangements involving secured lending, and ongoing asset management, such as lease negotiations and portfolio optimisation.
Faye specialises in management transactions, with expertise across the leisure, office, and industrial sectors. Faye’s clients are diverse, spanning property investors, high-net-worth individuals, and hospitality owners.
Jake is an Associate in Kuits’ Employment team. Jake advises on all aspects of employment law and is particularly experienced in drafting contracts of employment, service agreements and effective workplace policies and practices that ensure compliance and effective risk management. Jake has experience providing strategic advice on day-to-day HR issues for businesses, such as disciplinary, grievances, poor performance and sickness absence. Whilst Jake has experience in acting for a range of employers, he is particularly experienced in acting for SMEs and those operating in the hospitality and leisure sector.
Jake acts for both employers and employees in the Employment Tribunal, with a particular focus on claims involving disability discrimination, harassment, constructive and unfair dismissal, sex discrimination, and sexual harassment.
